Our California health plans are honored with top ratings

Kaiser Permanente receives 5 out of 5 stars for overall quality of care from the Office of the Patient Advocate and Covered California.

The Office of the Patient Advocate also gave our plans 5 out 5 stars for mental health care in its 2023-24 Health Care Quality Report Card.

In California, 2 new ratings affirm that no health plan tops Kaiser Permanente when it comes to providing high-quality care and personalized service.

California’s Office of the Patient Advocate and Covered California gave us their highest possible ratings for overall quality of care in their latest reports.

Office of the Patient Advocate: 5 out of 5 stars

The Office of the Patient Advocate recently released its 2024-25 Health Care Quality Report Card for commercial health plans. The report card provides side-by-side comparisons of the 16 largest health plans.

  • Our Northern and Southern California health plans received 5 out of 5 stars for overall quality of medical care. Our plans were the only 2 in the state to earn 5-star ratings in this category.
  • For 17 years in a row, at least one of our California plans has received the highest rating for quality of medical care.
  • Our California plans were the only ones in the state to receive 5 stars for behavioral and mental health care. It’s the sixth year in a row our plans have received 5-star ratings in this category.

The office’s mission is to improve health care quality in California and help people make informed choices by publicly reporting data.

Covered California: 5 out of 5 stars

Covered California recently posted 2025 star ratings on its website. (See note below about rating system.) Covered California is the state’s health benefit exchange.

  • We received 5 out of 5 stars for overall quality for the sixth year in a row. We were the only health plan in the state to earn 5 stars.
  • We are also the only health plan to earn 5 stars in each of the 3 subcategories: members’ care experience, getting the right care, and plan services for members.

Note: The Centers for Medicare and Medicaid Services (CMS) scores qualified health plans offered through the Exchanges using the Quality Rating System based on third-party validated clinical measure data and Qualified Health Plan Enrollee Survey responses. CMS calculates ratings yearly on a 5-star scale. Ratings may change from year to year.
