Our mission to care

We deliver better health outcomes for our members.

Delivering high-quality, affordable care is core to our mission.

We combine care and coverage into one connected experience to help people get the right care, at the right time, in the right place. That’s what value-based care means to us. It guides how we care for our members and invest in the health of our communities.

This approach improves health outcomes and expands access to affordable care. It relies on evidence, and emphasizes equity and simplicity.

Our clinician-led, evidence-based, preventive care helps members stay healthy and get the support they need to live well.

Research published in 2025 shows that our members were 35% less likely to die early than nonmembers in the same communities.

Measuring quality

For decades, health care organizations have primarily measured quality by looking at the care patients receive — like how often patients get screened or how quickly they receive medication.

For example, Kaiser Permanente is better than 90% of health plans at screening for cervical, colorectal, and breast cancer, according to our 2025 HEDIS® (Healthcare Effectiveness Data and Information Set) scores.

These measures are important, but they don’t show how that care affected the patient’s health.

At Kaiser Permanente, we go further: We track health outcomes. We regularly look at how our members are doing over time. Health outcomes — like how a patient is doing 5 years after cancer treatment — matter more to patients.

We have better 5-year survival rates for breast and colorectal cancers compared to national averages.

Tracking these measures shows us what’s working and where we need to do more to support our members’ health.

Spotlight on cancer care

Kaiser Permanente is a national leader in cancer care, combining advanced treatments with coordinated, whole-person care.

Specialists across our organization work together and share best practices. This approach supports consistent, high-quality care for our members. In addition to treating patients, we support their physical, mental, and social needs throughout the care journey.

Our cancer care has earned national recognition.

  • We have 28 high-performing hospitals for cancer care, such as colon cancer surgery and lung cancer surgery, according to U.S. News & World Report’s 2025–26 Best Hospitals report.
  • Four of our hospitals are on Newsweek’s 2025 list of America’s Best Cancer Hospitals.

We also compare our results with national benchmarks from the National Cancer Institute’s SEER (Surveillance, Epidemiology, and End Results) Program. These comparisons show that Kaiser Permanente performs better than the national average for many common types of cancer.

Mental health and addiction care

We believe physical, mental, and social health are connected and all play a role in overall well-being.

We’ve spent decades building a national model for mental health and addiction care. Our approach focuses on early detection and personalized treatment, and helping members take an active role in their care. We also work to reduce stigma, build trust, increase hope, and improve health outcomes.

Demand for mental health care continues to rise. We’ve improved member access to care.

  • We’ve invested more than $2 billion since 2020 to expand mental health facilities, hire and train clinicians, and grow our network of mental health professionals.
  • We’ve increased options for care.
  • We meet or exceed state requirements for timely access to mental health care.

To help more graduates with master’s degrees get licensed and start seeing patients, we launched the Mental Health Career Accelerator in 2023. Early results are strong.

  • More than 160 graduates have joined the program.
  • Participants have already served tens of thousands of patients.
  • We plan to enroll 1,000 graduates by 2028.

We created the accelerator because many graduates leave the field before getting licensed. Financial stress and unclear rules can make it hard to finish.

We also track how well our members respond to depression treatment. From 2020 through 2024, response rates improved by 50% for adolescents and adults. Our performance places us in the top 10% of health plans nationally, according to NCQA, the National Committee for Quality Assurance.

We continue to expand our use of proven care models, including collaborative care and measurement-based care. Along with digital and telehealth options, these approaches help members connect to the right care sooner and recover more quickly.

Quality ratings

Our members and patients rate Kaiser Permanente among the best in the country for both satisfaction and quality of care.

Health plan performance

We earned more top ratings than any other health care organization in the NCQA 2025 Health Plan Ratings.

  • Our commercial and Medicare plans were rated highest or were tied for the highest rating for quality in every region we serve.
  • Five of our plans earned a 5-star rating, the highest possible score, accounting for nearly half of all 5-star ratings nationwide.
  • Our Medicaid plans in Northern California, Southern California, Hawaii, and Maryland were rated highest or tied for highest.

Clinical quality

  • In 2025, Kaiser Permanente was the top performer on 71 NCQA effectiveness‑of‑care measures.
  • This reflects strong outcomes across many areas of care and the strength of our integrated care model and evidence-based approach.
