Experienced health plan and growth leader will advance Kaiser Permanente's strategy to deliver high-quality, affordable care to more people.
OAKLAND, Calif. — Kaiser Permanente has appointed Tom Curtin as executive vice president, National Health Plan, to lead the organization’s health plan strategy and operations with a focus on sustainable growth, affordability, and expanding access to Kaiser Permanente’s high-quality, value-based care model. He will report directly to chair and chief executive officer Greg A. Adams. The appointment is effective immediately.
Curtin has served as interim leader of Kaiser Permanente’s National Health Plan since May 2026. During that time, Kaiser Permanente has been positioned for its strongest membership growth since 2018, adding more than 223,000 members in 2026 while continuing to navigate industrywide affordability and sustainability challenges.

Previously, Curtin served as senior vice president and commercial chief growth officer, where he oversaw pricing, product, marketing, and sales across Kaiser Permanente’s commercial business.
Curtin has 22 years of experience with Kaiser Permanente and extensive expertise in health plan operations, customer strategy, and value-based care. He also serves as chair of the Kaiser Permanente Georgia Board of Directors, and is a board member of Kaiser Permanente Insurance Company.
