OAKLAND, Calif. — Cynthia Dold will join Kaiser Permanente as president of its Washington market. Dold will lead the organization’s focus on providing integrated, high-quality health care and coverage for more than half a million members in Washington.
With over 20 years of expertise in driving best-in-class care delivery within top academic medical centers and health systems, Dold brings a wealth of experience to Kaiser Permanente. Most recently, Dold was chief operating officer and associate vice president of medical affairs at the University of Washington Medicine Hospitals & Clinics. There, she successfully led operations for clinical and administrative functions including HR, IT, pharmacy, patient experience, performance improvement, and various clinical service lines.

Her extensive background in strategic planning, financial management, and employee leadership makes her the ideal candidate to lead our efforts in Washington,” said Carrie Owen Plietz, Kaiser Permanente’s interim executive vice president and group president.
Dold holds dual master’s degrees in public health and in public policy from the University of California, Berkeley. Early in her career, she worked for Kaiser Permanente as a project manager supporting care operations.

Angela Dowling, the current president in Washington, will move to a new leadership position working for Kaiser Permanente’s national health plan. In that role she will be responsible for coordinating health plan resources and capabilities across the Northwest and Washington markets and working with the respective market presidents on health plan, sales and growth strategies.
Dowling has been a pivotal leader for Kaiser Permanente since joining the organization in 2023. Previously, she spent 10 years with Cambia Health Solutions, starting as the sales vice president before becoming Oregon plan president for Regence Blue Cross Blue Shield and assuming responsibility as chief revenue officer for Cambia. Prior to Cambia, Dowling was chief revenue officer with Payne Financial Group and has led sales teams at Cambia, UnitedHealthcare, and Aetna.
