Angela M. Dowling

Angela Dowling is the president of Kaiser Foundation Health Plan of Washington.

In this role, Dowling oversees all aspects of the care delivery and health plan operations for Kaiser Permanente in Washington. The Washington Region operates 36 medical offices and provides care and coverage for more than 634,943 members.

She joined Kaiser Permanente in February 2023 from Cambia Health Solutions where she served as Oregon plan president for Regence Blue Cross Blue Shield. She spent 10 years with Cambia Health Systems, starting as the sales vice president before becoming Oregon plan president for Regence and also assuming responsibility as chief revenue officer for Cambia.

Prior to Cambia, she was chief revenue officer with Payne Financial Group for 10 years and previously led sales and business development teams at Hewitt Associates, UnitedHealthCare, and Aetna.

Dowling was a Portland Business Journal Women of Influence Award winner in 2014. She currently serves on the boards of Oregon Business & Industry, Oregon Food Bank, and Oregon Healthcare Leadership Council. She is a graduate of the University of Michigan.
