Paul Swenson serves as senior advisor to Kaiser Foundation Health Plan, Inc. and Hospitals, focusing on strategic projects.
In this role, he supports the strategy behind our mission to provide high-quality, affordable health care services to our 12.5 million members and the communities we serve. He is passionate about the people of Kaiser Permanente and the work they do to improve the health of our members and to impact health care in America more broadly.
Swenson joined Kaiser Permanente in 2012 as senior vice president and chief strategic planning officer, before being named chief strategy officer in July 2013. In 2020, his role expanded to executive vice president and chief administrative officer with accountabilities including strategy, business development, communications, government relations, innovation, and enterprise risk management, as well as KP Ventures and KP International programs. During his tenure, he has managed other critical functions including capital planning, delivery system planning, and research.
Prior to Kaiser Permanente, Swenson was president and chief executive officer of John Muir Physician Network, and executive vice president and chief administrative officer for John Muir Health. Before that he served as chief financial officer for Blue Shield of California and served in a number of executive leadership roles with Aetna Health Plans. His career history has given him experience across multiple areas, including finance, human resources, marketing, strategic planning, information technology, legal, compliance, and community benefit.
Swenson has an MBA in finance from the University of California, Berkeley and Bachelor of Science degrees in economics and psychology from Duke University.
